Sword n Shield for the Children

This jargon term first came to my attention when I watch CSI Miami whereby one of the scenes in the episod H issued an ‘Amber Alert’. Thus it came to my mind wat was this Amber Alert? Does it associate itself with the famous ‘Red Alert’? Then thnx to Uncle Google I have found a sufficient info bout this system. Amber Alert is actually a bulletin to trigger an alert in case if there are children that has been missing or abducted (some sort of early warning system).

 AMBER stands for America’s Missing: Broadcast Emergency Response and also as a tribute to Amber Hagerman who was kidnap and murdered in Texas. This program is voluntarily cooperation between the US law-enforcement agencies, broadcasters, transportation industries and wireless industry. Their main objective is to “activate” the entire community to take part or assists in the search and safe recovery of the missing child.

There are certain rules or guideline that has been establish for issuing the Amber Alert in which are necessary to avoid the false alarm and wolf cry. The first guideline will be the law enforcement confirms that the abduction is taking places. This is necessary to identify the level of seriousness of the case whether it is necessary to trigger the alert or not. Next is the victim which is the kid must be in situation of serious injury or death b4 an alert could be issued. Followed by the sufficient information for Amber alert to be effective in played its role. Law enforcement agency immediate broadcast and distributes the information as soon as possible bout the child, the abductor, suspect and suspect vehicle. The age of child also played an important role for the alert to responses. Only child at the age of 17 or younger could be issued with the alert (however every state has its own jurisdiction bout the age). Lastly the child’s name and other critical info will be entered to NCIC Data entry for explanation the disappearance of the child (againt this is not a mandatory). Furthermore NCIC will expand from regional to national.

There is also another system regarding the safety of child which is called Code Adam created by Wall-Mart in 1994. It is named based upon Adam Walsh who shared the same fate like Nurin and Amber. Unlike Amber Alert, Code Adam decals are posted at the entrance of participating buildings/establishments.

1.  Obtain a detailed description of the child and what he or she is wearing.
2. Go to the nearest in-house telephone and page “Code Adam,” describing the child’s physical features and clothing. Designated employees immediately stop working and look for the child. Designated employees monitor front entrances to ensure the child does not leave the premises.
3. If the child is not found within 10 minutes, call law enforcement.
4. If the child is found and appears to have been lost and unharmed, reunite the child with the searching family member.
5. If the child is found accompanied by someone other than a parent or legal guardian, make reasonable efforts to delay their departure without putting the child, staff, or visitors at risk. Immediately notify law enforcement and give details about the person accompanying the child.
6. Cancel the Code Adam page after the child is found or law enforcement arrives.

Because of its efficiency, the Amber Alert had been international expand for the beneficial of others. In Malaysia a similar alert has been implemented called Nurin Alert. The Nurin Jazlin case which gain the national spotlight begin in 2007 after reported missing near her home in Wangsa Maju. It is hoped that with the Nurin Alert could bring the stiff prevention the cases involving with abduction and kidnapping.
